Realized I was still using a pcie 4.0 max riser, which was causing issues with my system stability, display, power, and many other things. Was a little skeptical that this was legitimately pcie 5.0, but it absolutely is - I have it set to use only pcie5.0 in BIOS and it works perfectly. Great for vertical mount GPU. I don't use the screws to anchor it to the floor of my case, but the holes do appear to line up at least on a Corsair 5000D. Here's my 3090FE / Core Ultra 7 build using this riser for my GPU.
